Criteria for the approval of an Assessment Quality Partner

The QCTO will appoint an entity as an assessment quality partner only if it is satisfied that the entity has: i.      The necessary expertise, experience and standing in relation to the occupational qualifications or foundational learning for which the assessment quality partner is appointed; and ii.      the resources necessary to perform its functions In terms of clause of the QCTO Delegation Policy, 22 June 2011 the criteria have been defined in detail as follows: i.     be  recommended  to  the  QCTO  by  the  relevant      DQP  during  the occupational                           development  process at a point  when they submit  an occupational profile. How do you plan assessment?

A systematic approach to assessment can help to ensure that the evidence collected covers national standards.

It is important to agree on a realistic assessment plan, to generate sufficient evidence of the right quality from all the available sources.

The plan should identify potential items of evidence, which are relevant to all the elements being assessed.

The plan should reflect the specific outcomes, the strategy and process that the assessor will utilise to collect the evidence, and the type of evidence to be collected.

The assessment plan can serve as an action plan.

Stages of assessment planning

Step 1
Identify available evidence, which might already have been produced by the learner for other products or records or qualifications.

Step 2
Check which aspects of competence must be supported by evidence in prescribed ways.

Step 3
Identify the assessment criteria (performance criteria)
which might not occur naturally. Plan alternative ways to collect evidence.

Step 4
Identify naturally-occurring opportunities to demonstrate the learner’s ability to perform. Keep the range statements in mind.

Step 5
Identify opportunities for using evidence from other assessments.
Opportunities may include observation, discussion, case studies, projects and simulations.

Step 6
Identify needs for alternative forms of assessment such as simulation to fully cover the range, knowledge and understanding.
